Concernant les 07 xx xx xx xx vont sans doute être attribué pour les opérateur mobiles car aujourd'hui 94,5 millions de N° en 06 xx xx xx xx sont attribués aux opérateurs :

1 million pour la Guadeloupe
1 million pour la Martinique
1 million pour la Guyane
1 million pour Mayotte
2 millions pour la réunion
79,5 millions attribués aux opérateurs de métropole pour 56,4 millions d’abonnements
4 millions sont attribués pour la portabilité du N°- la portabilité du N° consomme 2  N° : Le N° original et un N° appartenant a la plage de l'opérateur à qui on a souscrit vers lequel le N° initial est transféré.
5,5 sont libres
(je sais, le total ne fais pas 100 millions, 5 millions de N° sont passés je ne sais où)

Le M2M (Machine to machine) et clefs data 3G entraine une augmentation de la demande de N°.
Le Machine to machine est utilisé par exemple pour les lecteur de CB mobile (sur le marché par exemple), pour superviser une flotte de camions, pour superviser les panneaux publicitaires Decaux motorisés (détection de panne, changement de publicité à une heure précise de la journée ou en fonction du temps, ...), pour superviser des machine a café (prévenir si en panne ou si manque de café), pour Velib (indiquer si plus de vélo ou si plus de place libres), pour des voitures haut de gamme (appels automatique des secours en cas d'accents, localisation en cas de vol,...), ...

L’Arcep lance une consultation publique sur les besoins futurs en numéros mobiles et l’ouverture de la tranche 07 au service mobile 

Paris, le 10 novembre 2008

Le plan national de numérotation identifie les numéros à 10 chiffres commençant par 06 pour les services de communication interpersonnelle vers les mobiles. C’est dans cette tranche de numéros que se sont donc développés depuis l’origine les services de téléphonie mobile. La tranche 06 a jusqu’à présent été suffisante pour répondre aux besoins en numérotation.

Le développement du marché conduit aujourd’hui à une consommation importante des ressources de la tranche 06, qui rend nécessaire la réalisation d’un bilan de l’utilisation de cette tranche de numéros et d’un examen prospectif des besoins futurs en numérotation pour les services mobiles notamment pour les communications de machines à machines.

Ce bilan et cet examen doivent permettre d’évaluer la nécessité d’ouvrir des ressources en numérotation supplèmentaires pour les services de communications mobiles, en particulier la tranche de numéros commençant par 07, sur laquelle l’ARCEP a récemment été sollicitée par plusieurs opérateurs.

La consultation est composée de quatre parties. La première partie dresse un bilan de la consommation et de l’utilisation des numéros attribués dans la tranche mobile 06 dédiée aux services mobiles. La deuxième partie a pour objectif de recueillir la vision prospective des besoins en numéros mobiles des opérateurs en métropole et en outre-mer. La troisième partie vise à recueillir l’analyse des acteurs sur la nécessité d’identifier des ressources supplèmentaires afin de répondre aux besoins futurs et notamment sur l’opportunité d’ouvrir la tranche de numéros commençant par 07. Enfin, dans la quatrième partie, l’Autorité propose des modalités de gestion plus fines des numéros 06 encore disponibles.
