The ISP is called 'STAR JOINT VENTURE', they provide internet access to only few members of the government, otherwise north korean can access some webpages through mirror gateway with Kwangmyong.
Those pages are downloaded using Star Joint, which has also the only autonomous system number of the country.
I knew a few members from the government had access to the internet. I didn't said otherwise. I said internet is entirely forbidden in this country for normal citizens and there are no Internet Service Providers available for you to contact them and hire their services, if you live in this country.

Wikipedia says:

"Satellite Internet coverage from BGAN and Thuraya is available, offering download speeds up to 492 kbit/s and upload speeds of 400 kbit/s; however it would be extremely difficult to smuggle a satellite terminal into the country. The one Internet cafe in Pyongyang uses a satellite Internet connection, as do some of the more upmarket hotels."

That's why there's nothing to add for this country except this Wikipedia link.

I am also not adding other ISPs which decided not to inform either their coverage or their plans and month fees. I have added a few ISPs which told everyone their speeds, but not the month/prices, but a few do not inform anything and ask you to contact them for any kind of information. I believe they are also using satellite and providing access to a few countries from Africa, for example.

As you can see, these people are not upfront in terms of information, and sometimes I had to contact them directly to request more information.

The last ISP from Spain I was recording contacted me today explaining their offers. If I were to fill the information as presented, I would have informed 1 Mbps only $ 4 / month, but look what they told me:

Con el combo1 están disponibles, a mayores de la cuota mensual del combo, las siguientes opciones de internet: Opción 1 mega, Opción 3 megas y Opción 10 megas. Todas estas opciones llevan incluído en la cuota mensual cable módem wifi 

La opción 1 mega tiene una cuota mensual de 4€ (4,62€ IVA inc.), la de la opción 3 megas es de 10€/mes (11,80€ IVA inc) y , por último, en el caso de la opción 10 megas de internet el coste mensual asciende a 20€ ( 23,60€ IVA inc).

Si lo deseas puedes consultar en nuestra web  toda la información detallada sobre los productos de R y las promociones de bienvenida vigentes.

Además, R sólo ofrece sus servicios a residenciales en aquellas viviendas que dispongan de conexión directa a nuestra red de fibra óptica. Por lo que necesitamos que nos facilite su dirección exacta, incluidos el portal, el número de piso y ayuntamiento, así como un teléfono de contacto para consultar el estado del despliegue de nuestra red en su zona de residencia y facilitarle, así, la información sobre la disponibilidad de los servicios de R en esta área.
I know they use bundles (in spanish/portuguese: "combos"), but I thought they weren't forcing us to hire them as well.

But I can't rely on this thing alone, I need direct information from all ISPs, I noticed the prices can change very often and a few plans can be discontinued.

Anyway, so far I have put in my to-do list the following ISPs from France:

Well, if you consider Kwangmyong as not being an internet service provider, then you may not consider any ISP from CPC China, Burma and many other countries where only few destinations are allowed to be accessed.
Last week, France has lost 3 big commercial internet service provider, free, orange and sfr which have started to apply dictatorship of our glorious government :-)
I do not consider such corporation as Internet providers but as 'Gateway providers'.

Kwangmyong is a free service for public use.

I am listing all services that can be hired by individuals in the countries and locations described. This is not about all ISPs that exist in the world, but the ones offering their services in the respective countries. That's why I can't list this one, even if it's not free:

Unless I can have more information about their plans (even if they don't tell me their prices upfront), but I need to know exactly what is being offered in the designed location...

And business plans are not being considered, only residential ones.

I need something to compare with others, if I sense there's missing or mixed information, I am not adding right away.

You cannot have lower than 512kbps (download) through ADSL in France.

Qu'est-ce que c'est ("ATM")?

L'ADSL ne transporte pas des paquets IP mais des paquets ATM.
Le débit de synchronisation est un débit ATM, pas IP.

Les paquets IP sont encapsulés dans des paquets ATM.

=> ADSL : Calculer le débit IP en fonction du débit ATM

it is used to encode packets in an identical size. It is asynchronous.

Even for french speaking people.

As far as I understand, they differenciate local and international connection.
Their OPTimo is local (And up to 8Mb DL 800kb UP) and cost 2 468 CFP (TTC = inc VAT)
And they need to add a plan for international bandwidth:
+ 1050 for 128K international
+ 2100 for 256k international
etc.. for ADSL ECO
ADSL light is not available anymore

ADSL EVO = 16Mb international max but can/will be limited during peak hours based on the offer (+7000 for 640k during peak hours but 16Mb otherwise, +43050 for 4mb during peak hours, etc...)

ADSL VOX = Double play

But no idea about their ADSL Turbo...might be outdated.....
